What is GDI?

Governance and Development Institute, is an independent and not-for-profit civil society think-tank established in accordance with the laws of the Republic of Mozambique.

Mission

GDI’s strategic intent is to serve as a catalyst for human development in Mozambique, by providing support to the building of capacity in public policy development, institutions, and programs contributing to poverty reduction and sustainable development.

Vision

To be recognized as a leading body of excellence in public policy analysis and development in the country.

Values

  • Promote public integrity and good governance;

Goals

a) Support Public Sector Reforms leading to good governance:

  • Training the managers of the district decentralized public administration;
  • Promoting transparency and accountability in the public sector;
  • Combat of corruption, through education and development of alternative anti-corruption mechanisms;
  • Promotion of democratic accountability by training citizens on how to hold public officials to account;
  • Defend, promote and foster citizens legal rights.

b) Support political parties and individuals aspiring public office, with training in:

  • Principles and pratices of good governance;
  • Public policy analysis and development;
  • Integrity and ethical behavior in public life;
  • Managing conflict of interests and controlling corruption;
  • Communication and political marketing;
  • Funding, financial management and administration.

c) Contribute to the development of a strong and competitive business sector:

  • Supporting investors in carrying through their business proposals to project startups;
  • Advancing public policy initiatives contribuintig to the leveling of the playing field for businesses operations;
  • Promotion of good practices in corporate governance;
  • Providing training in financing, marketing and business development for SMEs;
  • Support local communities’ initiatives contributing to raising families’ income;
  • Being a center for discussion of ideas contributing to economic and social development.

d) Contribute to the achievement of the MDG¬s, in:

  • Education;
  • Health;
  • HIV/AID prevention.

How do we work?

We value and are open to working in partnership with public and other private actors, NGOs, development agencies, and businesses who share our goals.

Who funds us?

Apart from the benefits from the development of our own projects, other sources of funding include donations, subsidies, grants, and sponsorships from devolpment agencies, private individuals, corporations, foundations, centers, associations, institutes and other NGOs.

Our organizational struture:

1). GDI is governed by a Board of five members, elected from associate members, staff members and individuals whose contribution have made a difference in advancing its goals.

2). The term of the Board members is four years and they may be re-elected.

3) The Board members are henceforth endowed with legal powers to represent the GDI, judicially and extra-judicially, acting on its behalf, for which they are individually and collectively held accountable.

4). The president of the Board is the President of the GDI and its Chief Executive who is charged with the management of its day-to-day affairs for which he/she is endowed with full legal and administrative powers to take contracts and sign all documents, receive funds, make deposits, and authorize payments, as well as appoint other executives necessary for the implementation of GDI programmes.

What are the scrutiny mechanisms in place?

1). GDI accounts and activities are subject to an audit by independent certified auditors whose report is made public on the first quarter following the end of the fiscal year.

2). Additionally, donors may demand any information or carry out a special audit on specific projects they may have particular interest in.
