Background:
High profile members of the Mozambique ruling elite have come out recently calling for the reinstatement of one party rule. These calls happen at a moment a USAID report has found the dominance by a single-party of all branches of government, lack of checks and balances, limited rule of law, politicized and ineffective bureaucracy and poor performance of the opposition, as some of the factors facilitating the spread of corruption in the country (MSI, 2005׃6-8); and, as well as, a recent(April׃2006) UK’s DFID sponsored Strategic Conflict Assessment indicates the “Exclusion of the political opposition, centralized power based on a patronage (clientelism) system…as features of today’s Mozambique”(Tony Vaux et al, 2006׃2); and, the Fast International Early Warning Program(2006:3) reports that “the first half of the year has provided strong hints of the political direction Mozambique is likely to take in the coming years. In contrast to the previous period, Frelimo has made no concessions whatsoever to the main opposition party…the head of the state appears to be committed to a political landscape in which Frelimo is firmly in control and the opposition is split and weakened”.
