Taking President Guebuza’s New Year eve speech more seriously

President Guebuza on his end of the year and New Year eve speech highlighted three areas of concentration for 2008. These include: (i) the promotion of factors that contribute to political stability, (ii) more commitment to the production and productivity in the context of the Green Revolution, and (iii) the combat of obstacles of our development :
The first area, the promotion of factors contributing to political stability, aroused interesting discussions in the country including suggestions that time has come for the building of a constructive political engagement between the two main political parties’ leaderships. However, some political analysts in Maputo including media and academia maintained the believe that the mentioning of that area did not mean anything than as part of a formal political discourse framed to entertain the audience gathered in the Presidential Palace, specially, the international community. Substantiating their argument, they recalled the case of “an inclusive government” the president had promised to pursue when in 2005 was sworn in, but that contrary to the high expectations, what the Mozambican society has been witnessing to date has been the opposite – social and economic exclusion along the lines of party politics. Is Conditionality definitely dead?

Aid Conditionality, as an instrument inducing policy change, seems to be something of the past. However, questions on what alternatives in a polity where checks and balances do not function, democratic accountability has not taken root and the voice of citizens does not count to the conduct of public affairs, remain to be answered. Traditional donor communities now competing with the Chinese miracle seem less interested in maintaining the conditionality. But does this means that through the current budget support system they are prepared to give their money no matter how it is spent? Continue reading

COMUNICADO

Através dos meios de comunicação social que não estão sob controlo do Estado, soubemos do macabro assassinato do jovem Abdul Faruk. Posteriormente, foi-nos dado a ler que o Senhor Presidente da República, teve ele próprio que mandar deter os elementos da «Casa Militar» envolvidos nesse criminoso acto de espancamento e fuzilamento dum cidadão indefeso.
